Tool Length Validation on Each Section

Current Behavior

Right now, post processor stops before each section (tool path) to validate with the user that the height of the tool above the stock is correct (property: toolLengthValidation)

Desired Behavior

Create a new property with two options (Always, New Tools Only) where 'Always' performs the current behavior and 'New Tools Only' only stops before each section when the current tool is new.
