Selecting Level on module/course edit page will disable other menus.

On the module/course creation/edit page, the step menu items at the top should be enabled if you fill in the requirements like this:

But, even after the enabled menu, if you click "Level" item, all the other items are disabled unless you choose the level again.

When "Level" is clicked and if we already have the level value,

1. we need to show what level it is by highlighting the box.
2. we need to enable the top steps menu items. Bold to the one already having values, grey to the others as the current implementation.
