Add regex-report

The regex-report type allows for the creation of report highlight rules that match using regex. It is represented in the configuration string using the "regex-report" type with the "value" attribute interpreted as a regex string.

This change causes no conflict with the current implementation of report highlighting, as this is represented as a special type in the configuration string, so is opt-in.

To make it easier to configure these, an additional regex option should likely be added on https://engineering.purdue.edu/ecnuds/tdx/userscript/coloreditor to the report highlight creation panel.
